Chairman thanked him for this time and a brief discussion took place regarding the new Street Briefing meetings the first meeting at Blackwell’s took place on 6th September and he confirmed that posters are up and details are on their web-site. It was suggested that they place a notice in Chip News and send newsletters. It was reported a reply was still awaited from Inspector Edwards regarding the change of Police attendance at meetings.

FINANCE AND GENERAL PURPOSE

0255/10 FINANCE AND GENERAL PURPOSE REPORT

A brief verbal report was given. A suggestion to include further breakdown of the next years’ accounts to cover the use of the Common Ranger and Allotment accounts Noted

0256/10 RESERVES ALLOCATIONS

It was confirmed that the budget time table starts in September so it was important to help the Clerk manage the Council’s work load, this to include the proposed reserve allocations, suggested during the year end audit. The Parish Liaison budget for 2011/12 was briefly discussed and needs to be incorporated within the budget process

0257/10 RESIGNATION OF COUNCILLOR

It was confirmed that Cllr Southworth would officially be resign from the Council with effect from 23rdAugust. At this time a 14 day notice of a bye-election would be placed on the notice, if one is not requested then a co-option notice will be placed with effect from 14th September, co-option to take place at the October meeting. Chairman accepted the resignation and thanked Cllr Southworth for all of her hard work and dedication during her time with the Council and invited her to remain as a Consultant for Health and Education matters (see item 274/10) Noted

0258/10 ACCOUNTS FOR PAYMENT

It was RESOLVED that accounts amounting to £1,526.21 be paid

PLANNING

0259/10 PLANNING REPORT

A brief report was previously circulated on current issues. (Appendix 0259/10)

The Nunfield affordable housing going currently underway and it is proposed that the housing will be part rent partial ownership for all ages. DBC can give details re the timetable and progress.

Planning group has dealt with an enquiry relating to the joint agreement between DBC and CPC and the enforcement of the Village Design Statement, DBC to be reminded of their obligations. Noted

0260/10 PLANNING APPLICATIONS & RESULTS

All of the following recommendations given by the Planning group were accepted by Full council, unless otherwise stated:-

04/0879/10/FHA The White House, Chapel Croft, Single storey front infill extension, two storey rear Chipperfield extension and alterations (AMENDED)

Chipperfield Parish Council supports this application.

When the Parish Council considered the first set of plans for this development, it supported the general design, but recommended rejection because of concerns about the possibility of the rear extension taking light from the neighbouring property to the east. This concern appears to have been answered positively in the amended plans, which have reduced the width of this extension. The Parish Council accepts the points made in the Design and Access Statement and considers that the proposed treatment of the property would result in an improvement to the overall street scene.

Chipperfield Parish Council has no comment to make on this application for works to trees

04/1135/10/FHA Braziers, Tower Hill, Installation of railings

Chipperfield

Chipperfield Parish Council supports this application.

The design of the proposed railings are apparently in line with the Conservation Officer’s advice and would be in keeping with the look of the property before the original railings were removed as a contribution to the war effort in the 2nd World War. The Parish Council considers this development would enhance the appearance of this listed Queen Anne style house.

04/1136/10/FHA Shrublands, Chapel Croft Two storey rear and side extension, single storey

Chipperfield rear extension, new porch and rendering to replace half timbers on front elevation

Chipperfield Parish Council supports this application.

The proposed development is in the village core, so the main consideration regarding this large extension is its likely impact on the neighbouring environment and the Chipperfield Conservation Area. The Parish Council’s view is that the impact would be positive. The plot is comparatively wide and is capable of accommodating both side and rear extensions. The design is a distinct improvement on the current mock-Tudor timbering and diamond paned leaded windows, both of which are out of keeping with the Conservation Area and the Village Design Statement.

Although the paperwork for some reason does not mention it, this is a re-submission of application 1138/07, which is time-expired. The Parish Council supported the proposed development 3 years ago and sees no intervening circumstances which would want it to alter its view.

Clerk had requested clarification regarding a breech of tenancy agreement relating to a tenant on the non deposit system. A draft letter to be forwarded to Clerk to enforce that clearance payment will be required by the tenant to cover the cultivation of their plot for the waiting list. Agreed

The issue of fly-tipping and rubbish removal to be considered as a matter of urgency. A&OS to arrange for rubbish clearance ASAP. The maintenance for hedges 1&2 need to be discussed and quotation to be obtained for comparison Noted

0268/10 ALLOTMENT BOUNDARY HEDGE 3

It was reported that the hole in the boundary hedge next of the football field had been widened without the consent of the Parish Council. The Chairman to make enquiries with football club regarding the damage All agreed

It was reported that the Liz Holliday “Award for Writing” Memorial Prize has been awarded by the Chairman to a pupil at St Paul’s School Noted

It was agreed that Cllr Nobbs would attend the Ordination of the Baptist Church minister on behalf of the Council All agreed
