Minutes of the meeting of Chipperfield Parish Council held in The Small Hall, The Common, Chipperfield on Wednesday 7th April 2010 at 7.30pm
Present Cllr M Bradshaw, (Chairman), Cllr Mrs M Anson and Cllr D Nobbs,

Public Participation – PC Lees attended the meeting. She reported the following crime figures for Mar 10:-
Dwelling burglary 0 Burglary other 1 Theft from Motor Vehicle 1
Theft of Motor Vehicle 0 Damage 1 Other crimes (incl, drugs/harassment) 4
Robbery/assault 0 Nuisance 0 Street assault 0
She also reported that crime was down although there are still issues with people leaving valuable items in their vehicles when visiting the common. She reported that due to ongoing surveillance an arrest had now been made. Chairman thanked her for all of their support and prompt attention to these issues.

The Chairman announced details of the arrangements in case of fire or other events that might require the meeting room or building’s evacuation. Noted

Apologies were received from Cllr Fowler, by reason of bereavement, Cllr S Gruselle by way of holiday and

0105/10 MINUTES OF LAST MEETING
It was Resolved that the minutes of the meeting held on 8 March 2010, be signed by the Chairman as a correct record.

0106/10 MATTERS ARISING FROM THOSE MINUTES
Clerk circulated revised Allotment T&C agreements reflecting adopted policy in March re Poly Tunnels. This will be issued to new tenants and the current tenants informed but T&C’s to be updated in new allotment year Noted

0108/10 COMPLAINTS RECEIVED – RELATING TO EITHER HERTS COUNTY COUNCIL (HCC), DACORUM BOROUGH COUNCIL (DBC) or CHIPPERFIELD PARISH COUNCIL (CPC) None
FINANCE AND GENERAL PURPOSE
0109/10 FINANCE AND GENERAL PURPOSE REPORT
A written report was circulated to members for their information. Including the completion of the War Memorial restoration, an inspection to take place by CPC and British Legion, full report for May in preparation of payment to contractor None
0110/010 RESIGNATION OF COUNCILLOR
It was confirmed that an email had been received indicating that Cllr Sims would be resigning from the Council with immediate effect, the Clerk confirmed that she had requested a signed copy of the resignation. After discussion it was agreed that Council would accept this resignation with effect from 7th April 2010. Chairman and Councillors thanked Cllr Sims for all of the support, time and advice she had given to the council during her time. Clerk to arrange bye-election notice from 8th April and notify the Monitoring Officer at DBC

0111/10 SPENDING VS BUDGET 4TH QTR 08/09
It was reported that the audit programme was on schedule. Clerk circulated copies of the spending vs. budget papers for the 4th Qtr and was completed within budget. She confirmed that due to time constraints this was not fully completed, however as the audit was due on 14th April, audited papers would be circulated at the May meeting. All agreed
0112/10 ANNUAL PARISH MEETING (APM)
After discussion the previously circulated agenda, subject to minor amendments was approved.
0113/10 ALLOTMENT RENT REVIEW
After discussion the previously circulated rent review proposal and papers were accepted. Clerk to issue to all tenants.

It was agreed that until further details are received this matter will be deferred. All agreed
0115/10 ARCHIVE FILES
It was requested that the CPC archive filing unit was removed from its current location. After discussion it was agreed to ask the Small Hall for a small storage area. Clerk to deal All agreed
0116/10 ACCOUNTS FOR PAYMENT
It was RESOLVED that accounts amounting to £ 3,754.80 be paid, however although current funds do not cover amount for cheques it was confirmed that we are waiting for the Precept and Concurrent monies by end April. Clerk to withhold payment until monies are available, if timelines don’t match monies will need to be transferred from savings

0118/10 PLANNING APPLICATIONS & RESULTS
All of the following recommendations given by the Planning group were accepted by Full council, unless otherwise stated:-
4/00347/10/AGD Land at Five Acre Field, Field Shelter
Tower Hill, Chipperfield
Chipperfield Parish Council objects to this application, which we consider to be a retrospective application. We feel that the supporting papers are misleading as it is a proposed build of a field shelter that has already been constructed. There does not appear to be any plans submitted with this application which may indicate size and materials. Also current means of access to the shelter is by way of driving over a public footway that is required to have planning permission.
4/00413/10/FHA White House, The Common First floor rear extension

Chipperfield Parish Council supports this application.
The proposed first floor extension is to provide accommodation for a full time carer to support the needs of the current occupants. The proposal is modest in size and would match existing. There appears to be no effect on the outward appearance of attractive front elevation and should not adversely affect neighbouring properties or the environment

Chipperfield Parish Council supports this application. This proposal appears to be constructive measures to adapt the property to meet the needs of the current occupants. There appears to be minimal effect on the outward appearance of property and should not adversely affect neighbouring properties and the environment. We note that the proposed ground floor plans refer to a new widened gate/access for the side entrance of the property, however there is no mention of this in the application, we therefore assume this will be addressed separately

0119/10 TENNIS CLUB – FLOODLIGHTING
The Tennis Club Chairman addressed the Council regarding the Club’s plans to submit a planning variation to extend the time of the flood lighting until 10pm. After discussion the Council agreed in principle to the request, however until the planning application is submitted no formal agreement could be made. All agreed

It was reported DBC agreed in principle to he balloon flights on the Common, however papers were still awaited. CPC agreed in principle to support DBC. It was also reported that the classic car rally would now start and finish in Sarratt. All agreed
0122/10 BURIAL MOUNDS
After discussion it was agreed to accept the previously circulated wording for the burial mounds, however a mock up was required from DBC to show the actual size. All agreed
0123/10 COUNTRYSIDE MANAGEMENT (CMS) – VOLUNTEER REGISTER
It was agreed that adding the group to the register would be of benefit to both them and Chipperfield All agreed
0124/10 EASY ACCESS ROUTE (EA) – PATH MAINTENANCE
It was confirmed that there had been good reports on the resurfacing work on the path Noted
0125/10 SECURE STORAGE – ALLOTMENTS
It was reported that DBC have offered to purchase a secure shed to be used for the FoCC and if CPC’s provide a suitable location, the shed can be shared. It was agreed to accept this, the decision on final location to be made at next meeting. Clerk to thank DBC.

0126/10 ALLOTMENT BOUNDARY HEDGE RESTORATION REPORT
It was recommended that the previously circulated draft report no 5 is accepted as accurate and forwarded to tenants it was also recommended that a gate key deposit system is introduced for the new gates with the gate to be lock from Monday 10th May. All agreed

0128/10 HIGHWAYS, ROAD SAFETY AND TRANSPORT REPORT

0129/10 VAS
It was confirmed that the VAS had now been successfully moved and appears to be working well and appears to be slowing down the traffic. It was agreed that all Cllrs should be monitor this closely and any indication of the sign not working should be reported to the Clerk to take action with Highway. All agreed
0130/10 VILLAGE WELCOME SIGNS
This matter has been referred back to the Highway Group to progress Noted
0131/10 ROAD SURFACES
It was reported that works have been taking place to make the pot holes safe, with a view to further repairs later in the year. Highways’ Group to monitor Noted
0132/10 CORRESPONDENCE – To report on attended training sessions, meetings and notifications
Small business engagement accord – It was agreed to forward this to Cllr Joseph as part of engaging local businesses.
Policing plan – - It was reported that the Police have to save £11-£22m over the next 3 years and they were monitoring closely how to achieve this without affecting front line policing
