Minutes of the meeting of Chipperfield Parish Council held in The Baptist Church room, The Street, Chipperfield on Monday
13th November 2006 at 8.00pm
Present Councillor Miss E Holliday (Chairman),Cllr J Carter, Cllr Mrs B Berners-Price, Cllr M Bradshaw, Cllr M Jarrad, and Cllr Nobbs.
PCSO Ashworth reported the following:-Oct

Crime other 0
PCSO reported that there had been no reports of crime, however they had received 23 calls regarding nuisance. She reported that she had contacted the youth of Chipperfield and invited them to a meeting to be held shortly with Cllr Holliday and PCSO Ashworth to find out their concerns. PCSO Ashworth reported a positive response from parents and that this initiative had worked well in Bovingdon.

0151/06 Draft Budget 2007
Copies of the draft budget proposal were circulated and discussed, minor amendments were proposed, Clerk to amend for next meeting.
015206 Grants 2006
Youth Club
It was agreed that the current sum available would be offered to the Youth Club Trustees on condition that they produce up to date accounts and use the money to enhance the asset value of the building. Clerk to write.
Village Club
It was agreed that the Clerk write to the Chair of the Village Club, proposing that the current sum available be spent on fencing between the Club and Allotments.
0153/06 Projects/External Grants 2006 budget
Clerk confirmed that there was a possibility of funding from the Countryside Management Service to regenerate a Chipperfield pond. And she had liaised with a pond expert and DBC regarding the Pill Pond, it was agreed she investigate Shepherds Pond also.

Clerk confirmed she had liaised with the Webmaster with a view to updating Freedom of Information Act data to the Parish Council section of the website. Clerk will update when completed.

1 Speed restrictions Scatterdells Lane.
Clerk stated this matter had not been discussed further with Highways and will take further action for next meeting
2 Langley Road –drainage/flooding
Clerk reported that further repair/replacement work to take place in the new financial year.
3 Gullies Ongoing
Clerk reported that this was not going well as a programme of works, but if we reported an individual completely block gully it would be dealt with on a weekly basis.
Kings Lane
Highways to place order for lines to be placed in centre of carriageway
5 Whippendell Hill
Clerk reported to Highways a problem with a small ditch at the top of Whippendell Hill at the entrance to farm land, where the road narrows. Highways to deal.
After a lengthy discussion Clerk confirmed further communication with Highways would take place.

04/02281/06/FHA– Raising of roof & extension creating 1st Floor accommodation
Location 92 Scatterdells Lane, Chipperfield
Chipperfield Parish Council objects to this application. Although this new application shows some reduction in the size of some of the rooms there is no change to the external shell from the previous application. It does not address our previous concerns of the sheer bulk and height of the proposed building and the consequent over development of a small plot and it appears that the increase in size would be contrary to Policy 22 for extensions in the Green Belt. It was reported that a meeting had now taken place and previous history had been forwarded to Orange representative. They will to make further enquiries with landowners and update us when they have further information.

Clerk confirmed she had liaised with Highways and DBC regarding signage at the site. It transpires that an agreement needs to be entered into with DBC as they maintain the area. Clerk to speak to contractor and DBC. It was agreed that CPC allow £150 towards new plants at the site.
4 War memorial Plaques Ongoing
All agreed that this year’s plants would be dark red Polyanthus and Woodland Ranger to deal.
