Minutes of the meeting of Chipperfield Parish Council held in The Baptist Church room, The Street, Chipperfield on Monday
11th September 2006 at 8.00pm

Present Councillor Cllr M Joseph (Vice Chairman) Cllr J Carter, Cllr Mrs B Berners-Price, Cllr M Bradshaw, Cllr Jarrad, and Cllr Nobbs.

AGENDA: Part 1

1. APOLOGIES FOR ABSENCE Cllr Miss E Holliday, Cllr Mrs R Wakeman and County/Borough Cllr R Roberts. In the absence of Chair it was resolved that the Vice Chair act as Chair for the proceedings.

PSCO Ashworth reported the following:-

Aug No crimes reported
PSCO Ashworth confirmed that the nuisance regarding motor cycles had improved since talking to those involved and will continue to monitor the situation, also that the Fun Day at the Boot proved a success regarding parking and nuisance with no reports of incidents. However it was reported by The Boot that a noise enforcement officer had recently attended unannounced re complaints of noise. This matter is ongoing between DBC & The Boot.

A Finance and General Purposes-
0114/06/06 Bank reconciliation

After the meeting in June it was requested that information be provided on a variance produced for the audit, Clerk confirmed a new form had been created to clarify quarterly spending and that there would always be a difference due to the element of VAT. Clerk produced details of year end 05/06 and 1st Qtr reconciliation. All agreed in order. Clerk thanked Cllr Jarrad for this help in this matter.

0115/06 F&GP Report Part 1.
Grant Aid
F&GP recommended that the 2005/2006 grant allocation payment to the playgroup should not be paid to cover the repairs to the outside store as they believed this to be the responsibility of the Youth Club, Clerk to request that the Playgroup to suggest other projects that the grant could be used for specifically for Playgroup, also Clerk to liaise with trustees of Youth Club to suggest a more secure area integral to the premises be provided and that the Parish Council may consider grant aid towards its costs.

Standing Orders
As CPC’ Standing Orders were compiled in 1998, the Council considered that they should be reviewed. A copy of model standing orders, dated July 2003 was obtained from NALC for comparison. After comparing there seem to be few changes and it was suggested that Code of Conduct and Financial headings be built in. F&GP to collate and complete the new details. All agreed.

An up dated and improved IT recommendation report was circulated to all members and they were invited for their comments with a view to F&GP to complete the project in conjunction with the Clerk.

B Highways, Road Safety and Public Transport

0011806 Speed restrictions - Scatterdells Lane
Clerk confirmed that at present highways would not be happy to install signs for a variety of illogical reasons. They confirmed that rumble strips have been successful through the county. Clerk to investigate further options but to continue to request pedestrian signs.

1 Langley Road Flooding.
This appears to be working well.
2 Gullies
Clerk to check that the work carried out by the Water company that have blocked the gullies in Tower Hill be rectified prior to the bad weather. Clerk confirmed that Highways were aware and they would be requesting the water company “make good”

C PLANNING
0120/06 Planning applications for July/Sept 2006
Planning Application 04/01788/06/RET: The Thatch, Dunny Lane, Chipperfield: Retention of Shed:-04/01790/RET Retention of conservatory & 04/01799/06/RET Retention of carport – Planning working party recommends the following:-
That Chipperfield Parish Council objects to all three of these applications because the developments are contrary to the policies controlling the enlargement of replacement buildings in the Green Belt. 'The Thatch' replaced a semi-derelict bungalow; its replacement was permitted to be considerably larger than that which would normally be permitted under Policy 23. The Parish Council, which supported that application, has consistently taken the view that it would be inappropriate for any further enlargement to take place. All agreed.


04/01818/06/AGD Bulstrode Farm, Bulstrode Lane, Chipperfield – Extension to Barn
Planning working party recommends the following:-
That Chipperfield Parish Council supports this application provided that a condition can be made regarding vehicle movements to and from the development. The proposed structures at each end of the existing storage barn are commensurate in size and design of the existing building and because the site is reasonably well screened, will not make an undue impact on the environment. However the grain barns at the farm generate a good deal of heavy traffic involving large bulk grain vehicles which frequently use a route involving passing through the Chipperfield Conservation Area having negotiated the steep and narrow Whippendell Hill. This causes damage to the rural roads concerned. The Parish Council would therefore wish to see a condition imposed requiring vehicular access to the enlarged building to be via the B4505 at Bovingdon. All agreed.

It was report that a system had now been put in place for regular up dates regarding any outstanding/ongoing enforcement matters with DBC, it was agreed a meeting to be arranged to discuss the procedure of appeal when CPC feel that decision by DBC is incorrect. Clerk to deal.

It was agreed as there had been no further reported problems and the installation of the double lines appear to have solved the problem this item be removed with a view to reinstate should the problem re-occur. All agreed

D Open Spaces and Footpaths

1 Footpath Dunny Lane
Gate has now been installed and signs to be erected by the end Sept.
2 Footpath Whippendell Hill
Clerk confirmed that gates, fences and clearance of area had been completed and now waiting for the placing of the “No entry Private Drive” sign. Also once finger post signs were delivered they would be installed by the end of September thus completing the project. It was suggested an article in Chipperfield News and Clerk to liaise with all persons involved and arrange a “grand official opening” with the local press to highlight both the new footpaths.

Clerk confirmed interest had been received from someone willing to maintain the bed if they could have a sponsorship sign. Clerk to wait for further responses before going ahead with the proposal.

Clerk submitted a Schedule of Accounts to be certified for payment and it was RESOLVED that accounts totalling £3,237.19 be confirmed and certified for payment.
