Minutes of the meeting of Chipperfield Parish Council held in The Baptist Church room, The Street, Chipperfield on Monday9th October 2006 at 8.00pm
Present Councillor Miss E Holliday (Chairman), Cllr M Joseph (Vice Chairman)

PC Heley reported the following:-

PC Heley informed us that he would not be the local officer for at least 6 months due to redeployment to Watford, he states there were no plans to replace him due to staff shortages. It was reported that after a meeting re nuisance youths, PSCO Ashworth asked the Chair to distribute copies of an Incident Diary to local establishments to help gather evidence regarding nuisance problems, when collated action would be taken. Also reported that as part of a new initiative to stop problems with motorcycles, Hertfordshire Constabulary now has motorcycles to track offenders and Chipperfield has been put forward as a target area. Chair thanked PC Heley for his support and looked forward to his return.
Dave Gill, Senior Manager, Community Partnerships, DBC gave a brief presentation on the Dacorum Community Plan, currently under review/consultation, he requested the assistance of Chipperfield Parish Council in obtaining information from Parishioners regarding their aspiration/complaints/changes for the Borough this to be collated throughout the Borough from February to obtain the top 5 requests from residents with a view to include them in the new DBC Community Plan effective for 3 years from 2008. CPC agreed to assist where possible.

A Finance and General Purposes-
0132/06/06 Spending Vs Budget 2nd Qtr
Clerk produced copies of the Spending Vs Budget 2nd Qtr and confirmed that we were on target for the year end. She explained that there is likely to be an increase on expenditure for the future to enable the CPC section of the website to contain more information. Copies of the 2nd Qtr bank reconciliation were also distributed. All agreed in order.
0133/06 Grants 2005/2006.
Playgroup
Clerk confirmed she had liaised with the playgroup and explained that the storage container did in fact belong to the playgroup not the youth Club, it was therefore agreed that the grant payment for 2005/06 be paid to enable the playgroup to repair their store.
Youth Club
It was decided in order to avoid confusion this item will now be referred to as the Youth Hut to separate the club who run from the premises (Hut). It was reported via a substantial and informative report that the Youth Hut still have not produced accounts to enable CPC to issue their grant, discussions were also underway to try and establish the future running of the Hut to enable the youth Club, Playgroup and other users to continue and to encourage more bookings to establish the Hut as a viable asset to the village. It was agreed that CPC write to the Trustees of the hut to try and establish a line of communication and help where appropriate with other organisations within the village. Thanks were given to Cllr Bradshaw for his report/time in this matter.
0134/06 Projects 2007 budget
In order to prepare the 2007 budget the Clerk asked for any projects that may require funding from the budget. After discussion it was agreed that at present were had ongoing projects that required our time, also if necessary any urgent projects that may present themselves could possibly be funded from reserves.

A request had been made for information re “off site data back-up”, it was suggested that we use the new BT facility Data Vault that could achieve a safe, easy to use, secure off site back for files at a small cost. All agreed Clerk to register.

Clerk confirmed that she had obtained a month list of dates, however by the time the representative replied that time had passed and again had to request further convenient date from Cllrs, it was agreed that if no further response from Orange we could not offer them further assistance

04/02017/06/LBC 1 The Dell, Dunny Lane - Retention of conservatory & replace glazed roof with slate roof
Chipperfield Parish Council opposes this application. We feel this has been one extension too many for this listed building in the conservation area. The architect is planning reduce the impact of the conservatory by removing the crested ridge and replace the glazed roof with slates. We agree that the ridge is best removed but are unhappy at the proposal for slates. The Cottage roof is of old clay tiles as are the roofs of all the building in the Dell. The installation of a slate roof would therefore be quite out of keeping with the immediate environment.

D Open Spaces and Footpaths
0141/06Disabled access – Chipperfield Woods
It was reported that Chipperfield Woods had been chosen as the 1st Woodland Disabled access route in the Borough by HCC & DBC, it was explained that they would provide suitable access and clearance within the woods from footpath 8 towards Apostle Pond and provide numerous sit stops, tables and signage and CPC were asked to allow next years P3 grant as a contribution towards this projects. All agreed and CPC would provide new information boards. Also explained they would clear the far end of the car park opposite the cricket pitch for disabled parking with a barrier to allow larger “Disabled” transport vehicles to park.
It was agreed that all residents be reminded to cut back overhanging hedges and advise them if not then HCC could cut them and levy a charge.

Clerk confirmed that she would now speak to the local resident who volunteered to maintain the flower bed. Clerk had received a letter suggesting that the Kia garage should be invited to work on the flower bed, all agreed that the advert in Chipp news was sufficient to engage interest. It was agreed that at any one time only 1 sponsorship sign be allowed on the flower bed for 2 years and CPC has the right to withdraw, Clerk to enquire regarding planning permission re sign.

All agreed that this year’s plants would be dark red winter pansies and Woodland Ranger to deal.

It was reported that a successful meeting had taken place with HCC and DBC, there are many things we can achieve as a team. It was recommended that we:-

Attend the Youth Club and chat with the members
Liaise with Church Youth Worker
Re-group to discuss results
Prepare a youth questionnaire with Chipperfield News

It was reported that there had been some trouble with youths drinking on a Saturday night outside the Cricket Club (closed), PSCO Ashworth informed and dealing.

It was reported that a possible encampment had been located opposite Queen Street involving alcohol, area to be monitored.
