PC Heley reported that the public were improving their reporting of crimes.
2 TO CONFIRM MINUTES OF THE MEETING HELD ON 8TH MAY. All agreed and signed by Chair as a true record.
Di Hewitson attended on behalf of Blackwells Club to up date us on the reopening Chair congratulated the Hewitsons and wished them every success.
Planning – Concerns were received against planning application 04/01064/06/FHA 92 Scatterdells Lane over the size of the proposed application, these to be forwarded to DBC
4 TO RECEIVE REPORTS FROM BOROUGH AND COUNTY COUNCILLORS PRESENT
Police Cllr Roberts reported that the police merger between Herts, Essex and Bedford had been placed on hold for the moment.
Waste After his visit to Germany to look at their waste management a national project will be set up to produce 500-800 plants within England, although he did not think there would be a site near Chipperfield
Fire Little progress had been made over the impending strike, Chair reported that there was to be a public meeting in Bovingdon on 19th June
Faith Schools It was reported that subsidy to faith schools were to be withdrawn along with free transport.
Roads Cllr Roberts reported that two roads around the common are to be repaired. CPC suggested that Windmill Hill be proposed also.

After confirming the contents the audit was RESOLVED and signed by the Chair in the presence of others. Cllr Nobbs congratulated the clerk on completing the accounts so promptly.

It was suggested that the grant applied for by the village club be used to repair the fence between Blackwell’s and the allotments.

04/001047/06/FHA The Thatch, Dunny Lane – Single Storey Side extension and roof conversion
Chipperfield Parish Council opposes this application, because when permission was granted for the building to be erected as a replacement for a derelict small bungalow in the 1990's, it was agreed it could be built larger than would normally allowed for a replacement in the Green Belt, but that should be the limit. A subsequent application for an extension to form a conservatory was rejected on appeal in 2000. The current proposal for a considerable extension is therefore quite unacceptable.
04/01408/06/FHA The thatch, Dunny Lane – Detached Dwelling
Chipperfield Parish Council opposes this application because having already having erected a large house to replace a sub-standard bungalow on the site; the developer is seeking permission to erect a second replacement for the same building. This is not a request for a replacement dwelling, but for a new dwelling in the Green Belt, for which no special circumstances have been suggested. Furthermore, the proposed building is squashed on to a minimal plot at the edge of Dunny Lane and
would be completely detrimental to the appearance of the Chipperfield Conservation Area.
04/01064/06/FHA 92 Scatterdells Lane – Extension and alteration to existing bungalow to create 2 storey dwelling
Chipperfield Parish Council opposes this application because it represents overdevelopment on one of the smallest plots in Scatterdells Lane. The conversion of a 3 bedroom bungalow to a 4 bedroom house with a complete rearrangement of the downstairs accommodation could be described better as a replacement building than an extension. Although the increase in square meterage is difficult to measure, as it is
unclear to what extent the current loft is being used for accommodation, the heightening of the roof and the very considerable increase in the bulk of the building on a small plot would be detrimental to the environment.

Clerk submitted a Schedule of Accounts to be certified for payment and it was RESOLVED that accounts totalling £1211.51 be confirmed and certified for payment.
