Minutes of the meeting of Chipperfield Parish Council held in The Baptist Church room, The Street, Chipperfield on Monday10th July 2006 at 8.00pm
Present Councillor Miss E.A Holliday (Chairman), Cllr M Joseph, Cllr J Carter, Cllr M Bradshaw, Cllr Jarrad, and Cllr Nobbs.
AGENDA: Part 1
1. APOLOGIES FOR ABSENCE were received from Cllr Mrs B Berners-Price, Cllr Mrs R Wakeman and County/Borough Cllr R Roberts.
PC Heley and PSCO Ashworth reported the following:-

PC Heley reported a few incidents of motorcyclists had been reported and one person had been given a S59 notice by Traffic dept. CPC reported that there were more incidents of nuisance youth on motorbikes and asked the police to take a more pro-active role in this matter. A suggestion was raised by Council to introduce 20mph signs in Scatterdells Lane, PC Heley advised this was a Highways matter. All agreed Clerk to contact Highways for information

4 TO RECEIVE REPORTS FROM BOROUGH AND COUNTY COUNCILLORS PRESENT
Cllr Roberts had asked chair to relay the following to the meeting:-
Police Kings Langley and Apsley now have their own PSCO courtesy of the Borough funding this will allow PSCO Ashworth to focus on her original patch again.
Recycling This continues well with an average of 40% in Dacorum and DBC has by far the most cost effective collection service compared to other districts.
Fire The fire dispute should be over shortly, final details to follow.
Faith Schools Consultation ended in June to end free transport. This has upset the Catholic faith. This does affect some families within Chipperfield, Cllr Roberts has liaised with the Catholic Head teachers and Governors to discuss the situation. No final decision has been made, full debate on 18th July at County Hall. Hardship allowances and assisted places are planned for all whilst keeping the buses going to prevent car congestion outside school gates.
Roads There are a number of white markings on the road in Chipperfield these should translate into patching. The worst section near the social club is planned to be resurfaced at the beginning of August.
After campaigning to DBC re road sweeping this should now happen very soon with a continued regular programme to follow.
End of July the scheduled relining of M25 J20 roundabout and safety work to A41 will begin. This project is to improve safety at this busy junction.

A Finance and General Purposes-
093/06 Spending Vs Budget 1st Qtr
Clerk distributed copies of the Spending Vs Budget and bank reconciliation and reported that we are currently on target with our budget. Clerk confirmed that the budget monies would be transferred to the higher interest bank account after the meeting. Clerk confirmed that for future years this would be done soon after DBC forward us the money.
094/06 Orange – Request for phone site mast.
Clerk reported that we had received a further request from Orange to assist them in finding a possible site for a new mast. After discussion it was agreed to contact them stating that we do not own any land that they could utilise but we could liaise with them where necessary to ensure we are kept informed of progress. It was agreed that a working party could be set up to discuss this with them in greater detail.
095/06 F&GP report from last meeting
It was proposed that the clerk investigate the possibility of the grant money requested by Blackwells Club be used to create a fence between the Club and the allotments. Clerk to locate deeds and liaise with the Club and fencing contractors for a quote. All agreed.
It was recommended that licensing, PCSO and fire service be removed from ongoing/outstanding items. All agreed.
A report on parish council office – future requirement was prepared by Cllr Holliday, it was recommended that this is long term project to be investigated as to suitability and cost. All agreed.
The members of F&GP to consider the Council’s standing orders and prepare a report for September meeting. Clerk confirmed that she will email the current standing orders to F&GP, she confirmed that after investigation CPC could obtain a copy of the model standing order for £15 from NALC. Clerk to liaise with other clerks to try and obtain a copy FOC. However all agreed should this not be possible a copy would be obtained from NALC.
It was recommended that the trustees of the youth club be asked to submit a report on developments. It was confirmed that a report had been received stating that due to loss of hirers to other areas of the village the club has suffered, although they currently have two regular hirers. They state that the main problems are the facilities within the club are in need of refurbishment. All agreed that clerk to write requesting a copy of their recent accounts before a decision will be made regarding their grant application. Clerk reported she had received a letter from the playgroup that uses the club requesting information regarding their grant application. All agreed Clerk to write to them asking for their accounts before a decision could be made.

097/06 Meeting Three Valleys water
It was reported that a meeting had been arranged between Three Valleys Water, Bovingdon and Chipperfield PC. The meeting confirmed that work for replacing the pipes was ahead of schedule hoped to be completed by the end of the year although not without problems. It was reported that because of the work the gullies were now blocked along Tower Hill. Clerk to deal. They were confident that should solve the problem of water leaks. They were asked whether residents should be turning off their water softeners during the work, their answer being unsure but perhaps residents should as a precaution do so although no timescale was forthcoming. They will update us where necessary and answer any further question we may raise.

This appears to be working well even after the heavy rains last week. Clerk to liaise with Highways regarding the cosmetic appearance of the area.

099/06 Planning applications for May/Jun 2006
Planning Application 04/01860/05/LDP: Woodman’s Farm, Chipperfield: Single Storey Extensions
Chipperfield Parish Council has strong reservations about this application for a Lawful Development Certificate: the size of the development completely swamps the existing converted barn in what is in effect a complete reconstruction - the new facilities and car parking space suggest that the new premises will be used for purposes outside normal family use.

It was reported that the statement of community involvement document had now been completed by DBC and it states that planning applications should be considered within 21 days and amendments 14 days and that only adjoining properties or those seriously affected i.e. a major road, will be notified of planning applications.
It was reported that Three Rivers had sent us a consultation document regarding their planning guidelines. Although we are not normally affected by these it was suggested that a draft reply be made with the Planning Working Party. All agreed.

Clerk confirmed that KLPC have now received the legal papers to complete their part. She also confirmed that their contractor had been instructed to complete the works and would also complete the installation of gate and signs for us. Clerk to order the fingerposts/signs. Work due for completion end August. Clerk requested agreement as per item 067/06, authority to instruct Highways to complete the footway extension from the Jasmine at a cost to CPC of £2500. All agreed.

Clerk distributed suggested changes/additions to the agreement as problems had been highlighted this year regarding the lack of action by some tenants and our ability to contractually deal with them. All agreed to new agreements. Clerk to liaise with the nominated allotment representative for his comments/agreement.

As a recent working party meeting it was suggested that we arrange for a liaison between youth groups and County Council, DBC and local youth workers to help assist with any funding or projects from other areas that may be available to them. All agreed.

It was reported that the recent planning application for new classrooms was not viable and the mobile class will remain. Ofstead found an all round improvement within the school. The current headmaster Mr Evans announced he would be leaving at the end of term and a BBQ is being held at the school on 14th July where a presentation would take place. Clerk to write to Mr Evans thanking him for his support and wishing him luck for the future.

Clerk submitted a Schedule of Accounts to be certified for payment and it was RESOLVED that accounts totalling £2147.69 be confirmed and certified for payment.
Plus a cheque for £28,000 to transfers funds to a higher interest account
