Minutes of the meeting of Chipperfield Parish Council held in The Baptist Church meeting room, The Street, Chipperfield on Monday 14th January 2007 at 8.00pm

PCSO Ashworth reported the following:-December

PCSO Ashworth explained that due to change in staffing levels she would remain as PCSO for Chipperfield. Chair on behalf of CPC welcomed her back.

EX AGENDA – BOROUGH/COUNTY COUNCILLOR REPORT

005/07 SPENDING VS BUDGET

Clerk produced copies of the spending vs. budget for the 3rd Qtr. All agreed in order.

006/07 EXTERNAL AUDIT 2005/2006

Clerk confirmed that the external audit 2005/06 had been signed off and agreed by the External Auditors. Clerk to display statutory 14 day notice of same on 11th Jan 2007. All agreed in order.

007/07VILLAGE CLOCK

As previous discussed repairs are required for the clock, Clerk confirmed with supplier that although the repairs are not connected to the atomic clock the new system is as effective. It was RESOLVED that Clerk to place the works order for the amount of £1615.00 + VAT.

008/07 IT ADMINISTRATION FOR CPC

It was requested that in order to complete the legal requirements for Freedom of Information, Data Protection along with the internal IT audit, F&GP would discuss recommendation for next meeting. All agreed. Clerk confirmed that agreement had been reached with webmaster to up date the CPC pages with relevant legal information required.

009/07 GULLIES

It was agreed that due to lack of action from Herts Highways concerned gully clearance Clerk to write to HCC stating if action not taken we may have no option to complete the work and invoice HCC. Copy to Borough/County Councillor and Local MP. Proposed by chair, all agreed.



010/07 SCATTERDELLS LANE

Due to time constraints the CPC Highways group had been unable to meet and make recommendations, request made to place on next agenda. All agreed.

012/07 PLANNING APPLICATIONS AND RESULTS

Application No. 04/02709/06/FHA 1st Floor extension and Porch

Location Christmas Cottage, 96 Scatterdells Lane, Chipperfield

CPC RECOMMENDATION

Chipperfield Parish Council opposes this application. The application itself is confusing as the plans do not indicate the extent of the proposed addition to the property, as the size of the existing and proposed floor space has been omitted from the application. Not withstanding this we estimate that the proposed extension would be over 30% larger that the existing property, which has already been extended. This proposal we believe exceeds the limits provided by the policy on extensions within the Green belt.

Application No. 04/02721/07/FHA 2 Storey rear extension, single storey side extension & front porch (Amended)

Location 18 Nunfield, Chipperfield

CPC RECOMMENDATION

Chipperfield Parish Council supports this application. This amended application appears to have rectified our previous concerns regarding the closing of the gap between the neighbouring properties. Although the proposed extension is still a large one the property is within the village core, therefore there is no size restriction on development. The design and appearance are appropriate to the environment.

Application No. 04/02741/06/FHA Single storey side and rear extensions & 2 storey front, side and rear extensions

Location Brambles, The Common, Chipperfield

CPC RECOMMENDATION

Chipperfield Parish Council opposes this application. "Brambles" is an attractive house within the Conservation area of Chipperfield until it was de-listed in 2005 it was a Grade 2 listed building. Although these proposals would tidy up some later additions to the property, we are concerned over the sheer size of the proposed development, which we estimate to be a 2/3 increase, which would take it over the permitted development of 30%. The change in design would also change this property from a gothic ornamental cottage to a galleried house.

Application No. 04/02742/06/FHA Detached garage and new crossover

Location Oakwood, Kings Lane, Chipperfield

CPC RECOMMENDATION

Chipperfield Parish Council supports this application. The proposed structure is quite modest and does not impinge unduly on neighbours. The property is within the Village core where development is permitted.

Application No. 04/02768/06/FHA Single storey rear extension

Location The Dairy, Chapel Croft, Chippefield

CPC RECOMMENDATION

Chipperfield Parish Council supports this application. This a small extension to an already extended house situated within the Village core where development is permitted. It appears to be well designed and has minimal impact on the environment.

It was requested that for future reference, Clerk to include details of CPC recommendations when presenting the results from DBC for comparison.

It was requested that details of outstanding enforcement matters be added to future agendas.

013/07PLANNING REPORT

1) Local Developments Framework DBC: The Planning group have completed the recommendations in order to respond to DBC. Clerk to forward replies to same. All agreed.

2) Proposed Changes to the East of England Plan: We are in receipt of the consultation papers of the proposed change to the above, these include changes that DBC will need to nearly double the number of new dwellings built during 2001-2021.Deadline by 9 March. It was recommended that the Planning Committee prepare a draft response for the February meeting. Agreed by all

3) DBC Draft Local Development Scheme: District Councils are now required to produce ‘Local Development Schemes’, which set out their plans for the coming 3 years for the production of their Local Development Framework. We have now received DBC’s draft Scheme and have been asked to comment by the end of January. It was recommended that the drawing up of a response be delegated to the Planning Committee. It was RESOLVED to delegate to the Planning Group. Proposed Chair agreed by all.



0014/07 TOWER HILL FLOWER BED

Clerk circulated a draft “Agreement to Cultivate” between DBC/CPC and CPC/Sponsor. It was RESOLVED to adopt this contract subject to minor grammatical amendments of the CPC draft and change item 4 from “sponsor” to “CPC” on the DBC draft.

0015/07 CHIPPERFIELD YOUTH

Martial arts training & discuss financial support: It was reported that the first lesson was due to take place on Tuesday 7-9pm It was proposed that CPC reimburse the travel costs incurred by the trainer, also to consider financial support to help cover administration costs details of costs to be forwarded to Full Council when required. All agreed to assist.

Help finding employment – A further meeting to be arranged.

0018/07 ACCOUNTS FOR PAYMENT

Clerk submitted a Schedule of Accounts to be certified for payment and it was unanimously RESOLVED that accounts totalling £2,524.15 be confirmed and certified for payment. Proposed Chair All agreed.
