Minutes of the meeting of Chipperfield Parish Council held in The Baptist Church meeting room, The Street, Chipperfield on Monday 12th February 2007 at 8.00pm

Present Councillor Miss E Holliday (Chairman),Cllr M Joseph (Vice-Chair), Cllr Mrs B Berners-Price, Cllr M Bradshaw, Cllr J Carter, Cllr M Jarrad and Cllr Nobbs

PCSO Ashworth was unable to attend due to other commitments

Public Participation: 3 members of the public were in attendance. 2 prospective Councillors. One resident reported difficulties he had with Highways relating to a blocked ditch. CPC offered to write to Highways to request an expeditious solution to the problem.

EX AGENDA – BOROUGH/COUNTY COUNCILLOR REPORT

Concerns were raised by CPC regarding the low level of cooperation/response received from Hertfordshire Highways in relation to faults reported and gully clearance. After general discussion Cllr Roberts stated he would liaise with Highways to solve the problem.

026/07 PLANNING APPLICATIONS & RESULTS

Application No. 04/02709/06/FHA 1st Floor extension and Porch

Location Christmas Cottage, 96 Scatterdells Lane, Chipperfield (amended)

Recommendation Chipperfield Parish Council supports this amended application:

We have now considered the additional information that was not available previously and feel that the proposed extension is within the 30% limit provided by the policy on extensions within the Green belt.

Application No. 04/00102/07/FHA 2 Storey & single storey side extension

Location Merrydown, Megg Lane, Chipperfield

Recommendation Chipperfield Parish Council opposes this application

The proposal consists of an extension of approximately 60% to a house in a prominent position in Megg Lane. Although it is noted that the proposed development is intended for a dependant relative, we do not feel these are extenuating circumstances to justify an increase on the limits provided by the policy on extensions within the Green belt.





Application No. 04/00155/07/FHA Conservatory

Location The Police House, Chapel Croft, Chipperfield

Recommendation Chipperfield Parish Council supports this application:

Although this house has recently been substantially extended it is in an area of the village where there is no specific limit on extension size. The proposed conservatory is relatively modest in size and seems well designed. We are happy that the proposed materials to be used are those indicated in the Village Design Statement.

Application No. 04/00121/06/FHA Use of workshop units for: Unit 4 – office/storage and distribution (B1(a)/B8). Unit 5 – Storage & Distribution with Ancillary Offices (B8)

Recommendation Chipperfield Parish Council is unable to comment on this "notification of description of use". We feel this is a planning matter based on legal points, of which we are unable to comment. As you are aware we are still opposed to the original application, which we understand will be going to the DCC shortly. We ask that whatever the decision of either matter, we are assured the enforcement items we have previously reported to you will still be dealt with/actioned accordingly.

Recommendation Chipperfield Parish support this application: (Supported with a condition)

Whilst we accept the applicants business need of this application, we are concerned regarding the overall height of this proposed shelter on a listed building. Due to its' location and visibility from the road, we would ask that the proposed shelter be permanently screened using hedging.

It was agreed, due to differences in decisions between DBC and CPC, Clerk to forward spreadsheet of all previous decisions/recommendations to Planning for monitoring.

027/07 PLANNING REPORT & ENFORCEMENT

1) Reports on consultations documents were circulated. All agreed to Planning’s recommendations/replies.

2) Copy of delegated reply circulated and all agreed. Chair thanked Cllr Nobbs for his time in this matter.

3) Clerk stated that due to Data Protection, details of specific enforcement investigations could not be discussed at Full Council, unless an Enforcement Notice had actually been issued/served by DBC. It was agreed that ongoing details would be forwarded to Planning Group for their information/monitoring.





FINANCE AND GENERAL PURPOSE

028/07 GRANT - YOUTH CLUB 2006/2007

It was confirmed that there were more questions to be asked regarding the allocation of this grant. All agreed to postpone until next meeting for a decision.

029/07 GRANT - BLACKWELLS VILLAGE CLUB

Clerk confirmed the Trustees had written to agree to the new fencing. It was reported that they are now requesting the possibility of a green chain link fence approx 2 metres high to be erected within the boundary of the allotments. Clerk was requested to obtain quotes for this work. All agreed. Clerk advised that she would have to write again to the club to confirm their request.

030/07 RATES APPEAL – BLACKWELLS VILLAGE CLUB

Chair confirmed this matter had now been dealt with to a satisfactory conclusion for the Club.

034/07 CPC DOCUMENTATION CLASIFICATION SCHEME

It was agreed that Chair to liaise with Clerk to prepare a new system of “document classification”. All agreed

HIGHWAYS, ROAD SAFETY AND TRANSPORT

035/07 GULLIES AND CARRIAGEWAYS AND FOOTWAYS

It was reported that a schedule of Gully Clearance works showed that Chipperfield to be dealt with by the end of the 2nd Week February. Highways group to monitor situation.

036/07 BUS SHELTER – TOWER HILL

It was recommended the Clerk writes to properties that have overgrown hedging and trees that may affect the sightline of the bus shelter. All agreed

037/07 SCATTERDELLS LANE

It was recommended that the Clerk write to Highways to request a pedestrian sign. All agreed

038/07 ILLUMINATED ROAD SIGN – SPEED CONTROL

It was recommended CPC pursue trying to obtain 2 new signs 1 for Langley Road the other for Tower Hill. It was discussed that we would have to wait for the outcome of the Highways “Joint Members’ Panel” to confirm funding then a consultation process would have to take place.

OPEN SPACES AND ALLOTMENTS

039/07 EASY ACCESS WALK – CHIPPERFIELD WOODS

It was confirmed that a meeting had taken place with Clayton Rae, Rights of Way Officer DBC. It was requested that the following agreement by DBC be minuted.

1 It the tables suggested for the woods become a problem for litter or vandalism, DBC would remove them

2 Concrete to secure tables be kept to a minimum

3 Both tables be located to the east side of footpath 8

4 No BBQ signs be erected

5 Existing way marker post be replaced with correctly signed ones for new route

The DBC proposals, subject to the agreement s, were agreed by all.

040/07 TOWER HILL FLOWER BED

It was RESOLVED that the “Agreements to cultivate” be adopted

041/07 SKIPS

It was agreed that the procedure/agreements to allow for skips is to be made with Highways, for roads, paths etc and DBC The Common. Notice to be placed in Chipperfield News.

043/07 CORRESPONDENCE

It was agreed that Consultation papers received on “Post Office Closures” are delegated to F&GP for a reply, due to time constraints.

044/07 ACCOUNTS FOR PAYMENT

1) To was RESOLVED that accounts amounting to £3,107.68 be signed for payment

2) It was confirmed that all payments are signed monthly at each meeting to include salary cheques for that month, which will be post dated for the 23rd of each month.

045/07 WARDEN REPORT AND COMMUNICATION

1) None

2) It was agreed that a new hedge trimmer be purchased at the cost of £340 + vat for use by the Warden. Warden to be reminded of risk assessment and safety clothing required for new equipment. Clerk to deal.
