Minutes of the meeting of Chipperfield Parish Council held in The Baptist Church room, The Street, Chipperfield on Monday
11th December 2006 at 8.00pm
Present Councillor Miss E Holliday (Chairman),Cllr M Joseph (Vice-Chair), Cllr J Carter, Cllr M Bradshaw, Cllr M Jarrad, Cllr Nobbs and Cllr R Wakeman.
PCSO Ashworth reported the following:-November

PCSO Ashworth reported that with effect from 2nd Jan 2007, she would be leaving Chipperfield to take up another position within the force. She introduced PCSO Marie Taylor who will be shadowing her until she take up her position as the new Chipperfield PCSO on 2nd Jan 2007. Chair thanked PSCO Ashworth for all of her support and welcomed PCSO Taylor and wished them both well for the future.

0171/06 Budget Proposal 2007/2008
Clerk confirmed the minor amendments to the budget had been made and it was unanimously Resolved that the budget be signed by the Chair and forwarded to DBC.
017206 Village Clock
It was agreed that the repair/replacement work required to the Village clock be agreed once clerk had established that the new parts included connection to the atomic clock. Clerk to deal.
0173/06 PCSO
It was reported that a letter received from Flaunden Parish Council, highlighting their concerns over the many changes with the PCSO left the Parish vulnerable. In light of the announcement tonight that PCSO Ashworth was leaving it was agreed that the lack of official notification of the change by Hertfordshire Police was unacceptable, Clerk to write to the Chief Constable with our concerns, pointing out their “Policing Plan” promises.

Clerk stated that a resident had reported their concern that they currently do not have a perfect sight line when exiting their driveway due to the bus shelter. It was agreed that the Clerk liaise with Hertfordshire Highways for their advice to solve the problem.

0181/06Planning Report
It was agreed that the Planning group prepare a response to the “Consultation of Dacorum Local Development Framework” – 1) Growth at Hemel Hempstead, 2) Site Allocation. For agreement at the January meeting, all agreed.
Affordable Housing – It was reported that Hightown-Praetorian Housing has now informed the Council of their agreement with DBC over the land at the end of Nunfield, architects are to prepare plans for 6 x 2 bedroom dwellings. CPC to be consulted when plans are complete.
Listed Buildings - It has been brought to the Council’s attention that owners of listed building may be able to apply to have their properties de-listed by English Heritage despite objections by DBC and the Victorian Society. Clerk to write to English Heritage with our concerns to include the fact that we had never been consulted prior to de-listing.
018106 The Boot, Tower Hill
It had been brought to the attention of the Council that the current lighting and signage at the Boot Tower Hill are causing a disturbance to resident during the night-time hours. It was agreed Clerk to write to Landlords requesting lights are turned off after hours and signage secured, copy to be sent to Planning Enforcement DBC.
D Open Spaces and Footpaths
0182/06Pond regeneration
At a previous meeting Clerk was instructed to include Shepherds pond for consideration of regeneration, however due to time constraints it was agreed that an application be made to Countryside Management Service for a grant for Pill Pond only.
0183/06Tower Hill - Flower Bed.
It was reported in order to complete this maintenance agreement either CPC enter into an agreement with DBC and then a local agreement with the contractor or DBC deal directly with contractor. It was agreed for future maintenance purposes CPC contract directly with DBC.

1 Disabled access – Chipperfield woods
Due to damage caused to the woodlands by the contractors vehicle, Clerk to write to Woodlands Officer requesting that only footpath 3 be used by a vehicle during wet weather and request a future programme of works prior to any clearance/maintenance required within the woods. Clerk to enquire regarding the surface they are planning to use.

Clerk reported that a situation had arisen over an exchange and reallocation of a plot and requested Councils agreement to enforce the “Tenancy agreement” to solve the problem.
F Youth and Education
0186/06Chipperfield Youth
It was reported that after a very successful meeting with the Chair, PCSO Ashworth and 13 youngsters from Chipperfield to discuss their concerns, it became clear that assistance was needed to help them with 1) finding employment 2) providing evening martial arts courses. It was confirmed that a trainer of martial arts has agreed to offer courses provided suitable premises are found and CPC to contact World Shapers to help with employment issues. It was agreed a second meeting with the Youth takes place soon with the trainer and representative of World Shapers. Chair was congratulated on her achievements so far.

It was reported that a complaint was received from a person who placed their details in Chipperfield News then found that they had been placed on the website (as an extract from Chipperfield News) which could then be found on the web via a “Google search”. The response from Chipperfield news is that anyone who agrees to place any information in Chipperfield News has also allowed for this information to go on the Website and therefore the World Wide Web.

Clerk submitted a Schedule of Accounts to be certified for payment and it was unanimously RESOLVED that accounts totalling £1,754.88 be confirmed and certified for payment.

Clerk reported that the Woodland Ranger would be completing areas around the village on foot during the Wardens absence.
0191/06Woodland Ranger report/communication
It was unanimously RESOLVED that in the interests of safety the Woodland Ranger be given a “Pay as you Go” mobile phone to complete his duties.
Clerk reported that the probationary period of the Woodland Ranger was now complete and that the contract be sent to him for signing to cover the 6 month fixed term contract.
It was requested that the IT/Administration of CPC be reinstated within the agenda. Clerk to deal.
