Minutes of the meeting of Chipperfield Parish Council held in The Baptist Church meeting room, The Street, Chipperfield on Wednesday 9th April 2008 at 11.00am

073/08 APOLOGIES FOR ABSENCE
Apologies were received from Cllr Joseph (Vice Chair) and Cllr Miss M Godwin due to work commitments and Cllr Mrs S Fowler due to holiday. All agreed

074/08 DECLARATION OF INTERESTS
Cllr Nobbs declared a personal interest in allotment issues and a personal and prejudicial interest in planning application 04/02968/074/RET The Pale Farm. Noted

075/08 MINUTES OF LAST MEETING
Minutes of the meeting held on 10th March 2008 were signed by the Chairman as a correct record, after a minor amendment on page 4.

It was RESOLVED that accounts amounting to £4119.99 be signed for payment.

078/08 TENDERS FOR ALLOTMENT BOUNDARY RESTORATION
Clerk confirmed receipt of 3 tenders for the Allotment Boundary restoration. These were opened at the meeting and signed as received by Cllr Mrs P Southworth and Cllr Mrs S Sims. The tenders were given to Cllr Bradshaw for evaluation and submission to OS&A All agreed

PLANNING
079/08 REPORT FROM WORKING GROUP CHAIRMAN
A report was given on: –
1. Monitoring DBC decisions vs. CPC on a quarterly basis. (Some DBC March decisions still awaited).
DBC/CPC in agreement: 9 applications
DBC approve/CPC object: 0 applications
DBC refuse/CPC support: 2 applications.
3 applications withdrawn/1 application for information only.
The reasons behind the two cases where CPC and DBC were in disagreement were:
‘Brambles’: Clarification by DBC of the dating of the garage and greenhouse subsequent to their advice
to us that their proposed demolition would enable an equivalent increase in the area that could be added to the proposed extension.
Land adjoining ‘Kilve’: (The Clerk left for this item due to a personal interest.). DBC’s claimed evidence
that, contrary to the application form, the footprint of the replacement building was larger than the original.

2. Meeting with DBC to check our thinking on planning matters and realign if necessary, CPC awaiting examples of major clash of views

3. Outstanding enforcement issues:- The Thatch, Milbaise and the Old Barn are still ongoing. Unit 4&5 Business Park, both CPC and DBC have agreed to the fencing, however the cases of the sheds and parking of “cherry pickers’ are to be reviewed by enforcement. It was agreed that a letter raising our concerns be sent to DBC and copied to Cllr Roberts. Clerk to deal. It was reported that Highways have been approached by “Far Farrington, Langley Road” regarding planting on Highways land, a decision is awaited from Highways.

4. Monitor Progress on sale of Didsbury Cottages. DBC are awaiting draft legal agreement from developer to extend scope of sale to neighbouring villages. Clerk to confirm with DBC whether the renting of one of the Cottages was by the old or new agreement

5. Review Progress on Affordable Housing Project at rear of Nunfield. Hightown Praetorian advise that another public consultation is being prepared. Small modifications have been made following input from Planning and Conservation Officers,

082/07 PLANNING APPLICATIONS & RESULTS
To consider any comments to be returned to DBC on the following planning applications:-

04/02968/07/RET The Pale Farm, The Street Acoustic screen boundary fence (amended)
Chipperfield
Chipperfield Parish Council supports this application.

We feel that this application has no detrimental impact on the location, existing neighbours or environment of The Street and appears to be an acceptable compromise to the previous height issue.

04/00481/08/FHA High Winds, The Common Repositioning of driveway, replacement garage and single Chipperfield storey rear extension (amended)
Chipperfield Parish Council supports this application

A previous application in December 07 for the conservatory, which we supported, was withdrawn to be replaced with this one, which shows small changes to the doorways and the addition of a replacement garage with new driveway layout. We consider all of the proposals to be improvements:-

Conservatory The reduction in glazing is sympathetic to the house's appearance
Garage The new well designed structure replaces two undistinguished buildings
Driveway The replacement of tarmacadam with shingle is in line with the Village Design Statement.

04/00492/08/FHA Le Soken, Langley Road Two storey rear extension and alterations

Chipperfield Parish Council supports this application

This is the latest in a series of applications to extend this dwelling. However, whereas previous applications have sought to extend the house right up to the edge of the road in Courtaulds, this one limits the extension to one to the rear and moves the garage back, albeit with a higher pitched roof, 1 m taller. We feel that the design is now acceptable and the only issue is whether the new siting of the garage is going to impinge too heavily on the owners of Clovelly and Penkridge on the other side of the road, on balance we don't feel this is the case and therefore support the application.

Chipperfield supports this application subject to the following:-

Penkridge is within the village core so there are no specific restrictions on the size of the extensions. The one proposed here is of modest proportions and not visible to the general view. However we have concerns regarding the way it may cut the light to the neighbouring property. The plans are unclear, however we are aware there are specific guidelines regarding this and request that the proposed extension does not breach these.

04/00644/08/FUL 133 Scatterdells Lane, Chipperfield - New basement and rear velux windows
Chipperfield Parish Council supports this application

We considered the application for a replacement bungalow on this site in October 2007 and objected solely on the grounds of the proposal for velux roof windows. That application was approved by DBC, with the condition that there be no velux windows at the front. This supplementary application seeks approval for velux windows at the rear and a basement. We find both of these proposals acceptable and therefore support this application.

083/07 ANY OTHER BUSINESS
It was reported that an issue with a shed on the allotments was being reviewed by Cllr Godwin, for further discussion by OS&A as to the next phase, a report to be given at the next meeting.

A report on the Youth Club building was given, confirming that work carried out by contractors and volunteers had transformed the building into friendly usable hall. Cllr Southworth will reply to a NHS consultation on behalf of the Council
