CHIPPERFIELD PARISH COUNCIL

Minutes of the Meeting of Chipperfield Parish Council, held in ‘The Upper Room’ at St. Paul’s Church extension, Chipperfield, on Monday 11 February 2002 at 8.00pm

PRESENT: Councillor DJ Nobbs (Chair). Councillor MD Joseph (Vice Chair). Councillors: Mrs BA Berners-Price, Miss EA Holliday, RJH Neil, Mrs RV Wakeman; with J Pringle (Clerk) in attendance.
County Councillor Mrs J Anderson and Borough Councillor R Roberts were present as observers.

APOLOGIES FOR ABSENCE; were submitted on behalf of Councillors - J Carter, JDF Nichols.
08/02 THE MINUTES OF THE MEETING OF 14 JANUARY 2002: were approved and signed.

09/02 REPORTS FROM THE CLERK ON BEHALF OF COMMITTEES :

A) FINANCE & GENERAL PURPOSES

1. With Reference to item 2: Proposed Chipperfield Village Website
Cllr Nobbs reported:
Progress continues under management of Mr Geoff Bryant. A brief feature is planned for inclusion in an edition of Chipperfield News. Revised annual running costs are now estimated at £200.
Cllr Joseph reported that a Chipperfield web address has already been secured by a villager who will donate it to the Village.
RESOLVED:
A) During the trial period; £200 running expenditure is approved.
B) The villager to be thanked for his foresight and donation to the village.

2. With reference to item 4: ‘Parish Borough Liaison Meeting’ 31 Jan 2002/Refer to APPENDIX ‘B’ item 8 - Communication Consultation eg circulation of ‘Dacorum Digest’
RESOLVED:
Action taken by the Clerk, in consultation with Chairman, for distribution of ‘Dacorum Digest’ in village by Village Warden, is approved.

3. With reference to item 7: Finance and General Purposes Committee Meeting, 11 February 2002/Refer to APPENDIX ‘A’

3.1 With reference to APPENDIX ‘A’ item 2.1 - Planting of Tree, Commemoration of Queen’s Golden Jubilee
Cllr Holliday reported:
She has discussed with DBC Woodland Officer - Phillip Russell, preliminary arrangements for preparation of the planting site and placing of the commemorative plaque. Advanced notice of the ceremony, to be conducted by the Mayor of Dacorum Borough Council, will be advertised in Chipperfield News.
RESOLVED:
Recommendations of Committee are adopted.

3.2 With reference to APPENDIX ‘A’ item 2.2 - Provision of Jubilee Mugs for Children
Cllr Holliday presented to Council optional design details from a supplier.
RESOLVED:
A) The Green and Red design is approved.
B) The reverse design is to show an oak tree emblem at the top in place of the crown and to include wording “to commemorate” and “Chipperfield Parish Council”
C) The mugs to only be presented to children being educated in Chipperfield i.e. St Paul’s School and Chipperfield Playgroup.
D) Mugs to be presented to children at St Paul’s School Jubilee Celebration Day, Thursday 30 May 2002.
E) Cllr Holliday is authorised to obtain a quote for supply of 400 mugs (estimated cost at £1.65 each) and to instruct the Clerk to place an order.
F) A feature to be placed in Chipperfield News.

4. With reference to item 7: APPENDIX ‘A’ item 3 - Public Private Partnership
RESOLVED:
Recommendations of Committee are adopted.

5. With reference to item 7: APPENDIX ‘A’ item 4 - Area Working
Cllr Holliday reported:
Proposal of Committee that we do not volunteer to be involved in the pilot stage of this project will not preclude us from working on our own with other Parish Councils.
RESOLVED:
Recommendations of Committee are adopted.

6. With reference to item 8: APPENDIX ‘C’ - Hertfordshire’s Village of the Year 2002 (competition)
Cllr Nobbs reported: we won an award in the ‘Younger People’ category last year. As community life is a strength of Chipperfield he would recommend that we also enter into the ‘Community Life’ category again in the forthcoming year.
Cllr Berners-Price reported: as our young people won the award last year and enjoyed it, then she would recommend entry into this category again this forthcoming year.
RESOLVED:
Entry into the competition is agreed in principle. Committee to progress the matter.

7. With reference to item 9: Appendix ‘D’ - Hertfordshire Police Authority, Draft ‘Policing Plan 2002/03’ Aims and Objectives/RSVP by 1 Feb 2002
RESOLVED:
Response sent on behalf of Council is endorsed.

8. With reference to item 10: HCC ‘Statutory Consultation on Admission Rules for Nursery, Infant, Junior and Primary Schools for Admission 2003-2004’/ RSVP by 1 March 2002
Cllr Nobbs reported: only relatively minor changes are proposed in the consultation.
RESOLVED:
Response to the consultation is delegated to Committee in liaison with Cllr Wakeman (School Governor).

9. With reference to item 11: HCC ‘Review of Admission Rules for Community Secondary Schools and Home to School Transport Policy (5 to 16)’/RSVP by March 15 2002
RESOLVED:
A feature to be placed on front page of March edition of Chipperfield News emphasising the prime importance of a response from 5th year parents, even if only to answer the key question number 4 on the questionnaire. Cllr Holliday to Liaise with C. Cllr Anderson.

10. With reference to item 12: CDA Herts ‘Rural Social Inclusion Project’ ‘Think Country Child’
Cllr Holliday reported:
Ignoring the extraneous wording the document serves as a useful village check list.
RESOLVED:
Cllr Holliday to submit a short report to a future meeting of Council.

B) HIGHWAYS & ROAD SAFETY & PUBLIC TRANSPORT

1. With reference to item 1: ‘Absence of Footway or Footpath leading from Chipperfield Parish Boundary at Whippendell Bottom into Kings Langley’
RESOLVED:
Council await the outcome of the Kings Langley Parish Council 19 February Planning and General Purposes Committee meeting.

2. With reference to item 3: Improved Traffic Safety at Tower Hill/Dunny Lane X-Roads
Council considered the informal suggestion received from HCC Dacorum District Engineer that Council may wish to consider low cost measures such as signage backed by highly reflective yellow backgrounds.
The Clerk reported:
The reason for this low cost proposal lies with the relatively low accident rate compared with many other areas in the County. Such a proposal could result in approval. Funds are limited.
RESOLVED:
The Clerk to inform HCC Engineer that Council express great concern over safety at the cross roads and expect the engineer to put forward firm proposals as opposed to preliminary consultation on the nature of measures that might be found acceptable to the village.

C) OPEN SPACES & FOOTPATHS

1. With reference to item 3: Family request for Memorial Tree, Chipperfield Common
Cllr Holliday reported:
She has discussed with both a member of the family and DBC Woodlands Officer. The family are happy to pay costs of planting and DBC Woodlands Officer has agreed a suitable site near to site of Jubilee tree to be planted by CPC. Both trees could be planted on the same day.

2. With reference to item 6: Vandalism Report
Cllr Holliday reported:
She had site visited in the village with WPC Buttleman who advised that the Police are taking the problems most seriously and who have recently had a strong uniformed and plain clothes presence in the Village. Police car journeys are now being routed through the village as an additional sign of their presence. A serious problem is the lack of reporting by villagers of incidents taking place - they should call 999. Following up late reporting loses all impact and effectiveness. Yet another feature is to be placed in Chipperfield News.

1. With reference to item 2: ‘Government Planning Green Paper’/APPENDIX ‘E’ item 1
RESOLVED:
Recommendations of Committee are adopted.


2. With reference to item 3: Chipperfield Village Design Statement/Appendix ‘E’ item 2
Cllr Nobbs reported:
The Borough Council have derived and prepared their own version for adoption. Chipperfield Parish Council’s illustrated version is being investigated for costs.

Cllr Nobbs proposed that St Paul’s Church extension be nominated for an Architectural Award.
RESOLVED:
Approved.

10/02 PRELIMINARY ARRANGEMENTS FOR MONDAY 8 APRIL 2002 ANNUAL PARISH MEETING TO BE HELD AT 8.00pm IN THE VILLAGE HALL/PUBLICATION OF COMMITTEE REPORTS AND ANNUAL REPORT:

1. RESOLVED:
A) Annual Report and Committee Reports to be published in April Edition of Chipperfield News.
B) Draft Reports from Committee Chairman to be submitted to Chairman of Council by end March 2002.
C) A guest speaker to be invited to address the meeting on the theme of PEAPS.

11/02 REPORTS FROM REPRESENTATIVES:

D) CHIPPERFIELD CARE
Cllr Berners-Price reported:
The AGM is to be held 7 March 2002 at 8.00pm. Cllr Nobbs, and Mrs Margaret Kingston of Dacorum Charity Trust are to be the two outside speakers.
The next meeting of volunteers is to be held 17 July 2002.

F) VILLAGE MILLENNIUM SUB-COMMITTEE
Cllr Holliday reported:
She would advise that the Millennium Accounts be finalised and presented to the 2002 Annual Parish Meeting.

1. RESOLVED:
A) Payment of all items listed is approved. Payment cheques now to be signed in Council.
B) Interim payments made are noted.

15/02 EXCLUSION OF THE PUBLIC
To consider passing a resolution in the following terms:

Under item 61 of Standing Orders 'That in view of the special nature of the business about to be transacted, it is advisable in the public interest that the public be temporarily excluded and they are instructed to withdraw'.

If members of the public were present during these items there would be disclosure to them of exempt information relating to:
Proposed expenditure by the Parish Council, and proposed legal transactions with the Borough Council.
