Minutes of the Annual Parish Meeting of Chipperfield Parish Council
Held in The Village Hall, Chipperfield on Monday 10th April 2006 at 8.00pm

AGENDA

Chairman of the Parish Council, Cllr Holliday, welcomed all those who attended. The Chairman introduced Cllr Richard Roberts who spoke on the subject of “Hertfordshire County Council the future” including recycling, East of England Plan, Libraries, Highways, Policing, Schools, Planning and Housing.

The Chairman then welcomed PSCO Ashworth who reported that during Jan-Mar 2006 there had been 1x Dwelling Burglary using distraction, 1 x Theft from motor Vehicle, 1 x Theft of motor vehicle and 3 x damage.

3. TO CONSIDER THE REPORT ON THE ACTIVITIES OF THE COUNCIL FOR THE YEAR 2005-2006. As published in the April edition of the Chipperfield News

The Chairman outlined the report and it was agreed as accurate.

Finance & General Purpose
Chairman reported that the new licensing laws were now in place and Chipperfield Parish Council would monitor the situation. Chipperfield Parish Council had sent written objections to the closure of Bovingdon Fire Station. Chipperfield Parish Council had arranged for the British Heart Foundation to install clothing and book banks at Wyevale Garden Centre. Chipperfield Parish Council had now purchased a new computer via DBC

Open Spaces & Allotments
The new footpath between Chipperfield and Kings Langley would be completed and open later in the year. New notice boards and replacement litter bins had been installed. A copy of the Parish Map had now been placed on the new notice board. St Paul’s School had once again risen to the challenge of the John Nichols’ memorial prize. A new permissive footpath along Dunny Lane will be completed later in the year. All way marker posts have been updated to give clearer directions.

Planning
The number of planning applications had risen once again and Chipperfield Parish Council endeavours to oversee each application and report any enforcement matters.

Highways, Road Safety and Public Transport
Kings Lane now had a new road surface to allow safe passage via Nunfield. The New footway opposite the Royal Oak had been completed. A better liaison with Hertfordshire Highways and Dacorum Borough Council means that faults are reported and monitored regularly. Parking restrictions in Chapelcroft and The Common outside The Two Brewers are now in operation, at present, with great success. Work to repair the Langley Road flooding problem appeared to be working, CPC to monitor.

Chairman thanked the Councillors for the help in their respective groups.

4 REPORT ON THE FINANCIAL POSITION OF THE PARISH 2005-2006
Clerk circulated copies of the unaudited accounts for 2005/06. She confirmed that the spending of Chipperfield Parish Council was within budget.

5 OPEN DISCUSSION
General discussion took place over the suggested closure of Bovingdon Fire Station, the proposed waste disposal incinerator, domestic waste disposal within DBC, road surfaces along The Common, heavy goods traffic Langley Road, enforcement of restrictions outside Stanley’s Stores and gullies. Cllr Roberts and Chipperfield Parish Council offered to look into these matters.

Mr Donald Main thanked the Chairman for the meeting.
