Minutes of the Annual Parish Meeting of Chipperfield Parish Council held in The Village Hall, Chipperfield on Monday18th April 2005 at 8.00pm
Present Councillor Miss E.A Holliday (Chairman), Cllr M Joseph (Vice-Chair)
Cllr Mrs B Berners-Price, Cllr M Bradshaw, Cllr J Carter, Cllr M Jarrad, Cllr DJ Nobbs and Cllr Mrs R Wakeman.
AGENDA: Part 1
At 8pm before the start of the formal proceedings the Chairman of the Parish Council Cllr Holliday welcomed all the residents and introduced to the residents each member of Parish Council and the new Parish Clerk Mrs Joanne Deacon who were present at the meeting.
The Chairman then introduced the guest speaker Rowena Dean, Chief Executive of the Iain Rennie Hospice at Home, who gave an informative presentation on “What the “Hospice can do for you”.
The Chairman then welcomed PC Heley and PSCO Ashworth who reported that for 2004-2005 there had been 1x Dwelling Burglary, 18 x Theft from Motor Vehicle and 3 x Theft of Motor vehicle also some petty damage which they planned to reduce during the summer. Chair thanked them for their work.

2 TO CONFIRM MINUTES OF THE MEETING HELD ON 19TH APRIL 2004
Minutes of the Annual Parish Meeting held on 19th April 2004 were unanimously approved and duly signed by the Chairman.

3 To consider the report on the activities of the council for the year 2004-2005 as published in the April edition of the Chipperfield News
The Chairman outlined the report to the meeting, no questions were raised and the report was agreed as accurate.

The Chairman thanked on behalf of Chipperfield Parish Council, Dacorum Borough Council and the other Parish Councils for their help during the transition between Clerks.
The Chairman thanked Cllr Nobbs for taking on the role as planning representative with Dacorum and Cllr Jarrad for taking on the role as Treasurer. The Chairman stated that collectively they had all taken a role of checking and collating files from the clerk’s office and creating a new system ready for the new clerk.
4 FINANCIAL REPORT
The financial report for 2004/2005 (circulated at the meeting) was presented by Cllr Jarrad, he produced a system of to include “Principles of Financial Management” which will ensure the Clerk continues “good housekeeping”, to include 3 quotes for contracts over £1000, an excess of reserves and the introduction of an annual review of procedures to include an IT audit every 3 years.
There will now be a new manageable heading for the accounts. Cllr Jarrad confirmed that he had successfully reclaimed 3 years of Vat to the value of £5300 and we had audited our fixed assets to the value of £35709, this to be kept under review and we had funds of £13,731. He confirmed that the Council had secured a vehicle for use by the warden only. The Chairman thanked Cllr Jarrad for his work. There were no questions arising from the report.
5 OPEN DISCUSSION
Members of the public were invited to ask questions of the Parish Council members. They were as follows:-
Chapel Croft Concern was raised that nothing had happened regarding the waiting restriction requested from DBC, Cllr Roberts apologised on behalf of Highways stating that this was not a highways priory but would be pursued. Cllr Holliday explained that similar restrictions had been requested for outside The Two Brewers to alleviate parking problems. Questions were raised whether once in place the restrictions would be enforced, it was stated that DBC would arrange for this. Whilst waiting for restriction the CPC promised to help by issuing cones for help temporary parking restrictions outside Stanley’s Stores. Clerk to pursue.
An update was requested regarding gully clearance within the village, Cllr Roberts explained that currently there was a legal dispute with the contractor, he would pursue this matter. Clerk to pursue.
Langley Road Trees
Concern was raised due to the overhanging of tress causing sunlight to affect riving conditions. It was explained that Highways monitor this and keep the trees in good order to avoid this situation.
Scatterdells Lane
Concern was raised over flooding, Cllr Roberts explained this matter to be resolved before winter 2005. Clerk to pursue.
Langley Road Flooding
Cllr Roberts will chase and if necessary for flood warning signs to be erected to present an accident. Clerk to pursue
Pill Pond
It was stated that DBC prefer this area to be a boggy place however it was suggested that this will not remain whilst there are trees growing from it. Clerk to pursue with DBC.
The Chairman then thanked all present for attending the meeting and invited everyone to stay for refreshments and take the opportunity to talk to Councillors present.
