CHIPPERFIELD PARISH COUNCILMinutes of the Annual Parish Meeting of Chipperfield Parish Council, held at the Village Hall, Chipperfield, on Monday 8 April 2002 at 8.00pm
At 8.00pm, before commencement of formal proceedings:
Chairman of Council - Cllr David Nobbs extended a warm welcome to all Chipperfield villagers and nearby villagers present, and introduced each Member of Council in attendance and the Clerk, and Borough Councillor Richard Roberts, WPC Michelle Buttleman, and that County Councillor Mrs Janet Anderson would arrive later.
The Chairman then introduced guest speakers Isabel Crozier and Andy Hardstaff of the Countryside Management Service who addressed the meeting on the subject of ‘PEAPS’ (Parish Environmental Action Plans). Cllr Nobbs emphasised that if the village adopted such a plan it would involve strong community practical support and that at the conclusion of the address, with question time, a vote would be taken.
Cllr Holliday outlined the type of village projects which she envisaged could be included in the scheme and the means by which it could be advertised and managed.

PRESENT: Councillor DJ Nobbs (Chair). Councillor MD Joseph (Vice Chair). Councillors: J Carter, Mrs BA Berners-Price, Miss EA Holliday, RJH Neil, JDF Nichols, Mrs RV Wakeman; and J Pringle the Clerk.
Also: County Councillor Mrs J Anderson, Borough Councillor R Roberts, WPC Michelle Buttleman, and 28 members of public.
1. APOLOGIES FOR ABSENCE; were received on behalf of Chief Inspector Chris Moulder.
2. MINUTES OF THE 9 APRIL 2001 MEETING: were unanimously approved, and signed by the Chairman.

3. REPORTS ON THE ACTIVITIES OF COUNCIL FOR YEAR 2001-2002 AS PUBLISHED IN THE APRIL 2002 EDITION OF ‘CHIPPERFIELD NEWS’,
WERE APPROVED:

Seconded: Mr Mike Tagg.
4. FINANCIAL REPORT
Cllr Joseph reported on the financial position of the Parish as shown on the Budget Statements 2002/2003, Movement on Reserves at 1 April 2001, Statement of Income & Expenditure Year Ending 31/03/01; circulated to the meeting.
There were no questions arising from the Budget Statements or relating to the Financial Status of the Parish.
5. MATTERS ARISING FROM THE MINUTES AND REPORTS, AND OPEN DISCUSSION
Points and questions were raised from the floor and duly answered by, or on behalf of, the Chairman:
A) PEAP’s - Are the Parish Council backing the scheme, and how much money is available?
B) What progress has been made on the transfer of ‘Village Chest’ funds?
C) What is the purpose of the ‘Village Protection Reserve’?
D) Who gave approval for erection of gates (Bridleway/Public Right of Way CF3) on track leading from Bucks Hill. Workmanship is a disgrace and it is left unlocked?.
E) What progress has been made on the production of the Millennium Project ‘Village Map’?
F) A bale of hay has been dangerously dumped near a field off Kings Lane.
G) HGV vehicles are overnight parking in the Permissive Car Park adjacent to the War Memorial. What action is being taken?
H) What is being done about replacing the Cross on the War Memorial?
I) What is being done about the quantity of litter in the Village?
J) How many Police Officers support WPC Buttleman?
The Chairman thanked everyone for attending and for their contributions to the meeting. All present were invited to stay for refreshments and to chat with Councillors and friends.
Formal proceedings closed at 9.48pm.
